Target Groups

The Joined Up For Jobs strategy focuses particularly on supporting those who are furthest from the job market and therefore suffer the greatest degree of social exclusion.

Target groups have been identified in order to:

  • Understand the barriers and problems – the characteristics of the people needing work tell us something about why they have difficulty getting work.
  • Concentrate resources and effort.
  • Customise employability programmes – we can be most effective if we concentrate effort on particular groups for which we can define specific barriers/solutions and which can make a significant contribution to the overall objectives.
  • Engage with people – people accessing a particular set of services (e.g. for homelessness) often have shared employability problems, and are brought together via those services.

The target groups we have identified in Edinburgh are:

  • People with disabilities (physical and learning disabilities and mental ill-health)
  • Ethnic minorities (including refugees and asylum seekers)
  • Lone parents
  • Ex-prisoners
  • Care leavers
  • Drug misusers
  • Homeless people
  • School leavers not in employment, education or training (NEET group)

The Directory lists agencies which support specific groups into employment.
