Development of the Standard
Rationale
This initiative underpins the operational plan in a number of ways:
- It guarantees a high level of service to customers, both job-seekers and employers.
- Over time it will drive up quality through fostering a quality improvement culture and facilitating the sharing of best practice.
- It will support greater customer reach by giving other agencies confidence to refer their clients/patients to employability services.
- It rewards employability service providers by recognising the work they do and their commitment to service users.
- It reinforces the culture of referral between Joined Up For Jobs member organisations.
Development
The charter was developed in close consultation with service providers and meets the following criteria:
- It’s short, simple and a close match to what the service providers do
- It’s applicable to the range of organisations in the Joined Up For Jobs Network
- It encompasses work with employers as well as with job-seekers
- It focuses wholly on the customer experience and is therefore not about contract compliance/value for money/performance against target
Process
Organisations applying for charter status provide a portfolio of evidence covering the commitments. Each organisation or service is assessed in the context of the nature of the organisation and the needs of its customers. The assessor presents a short report with recommendation to the Joined Up For Jobs Charter Board. Membership of the Charter Board consists of the Chairs of the relevant workgroups: Performance and Resource Planning Group; Offers Delivery Group; and the Funding Panel. The Board may approve or reject the recommendation, or may approve subject to conditions being met by the applicant organisation. Successful applicants receive a certificate for display, and their status as charter holders is indicated on the Joined Up For Jobs Directory. The award is for 3 years, after which re-assessment will be required.
